〈美國觀察〉美國和烏克蘭翻臉的真正原因─台媒何必興風作浪？

前言

在普丁Putin 準備要入侵烏克蘭之前一星期左右， 普丁到北京和中共領導人簽署一個無上限NO LIMIT 的合約AGEEMENT。 內含有兩個重大的合作事項，其中之一是中共同時間入侵台灣，造成美國難以兼顧。另外一項沒有被攔截。但時間証明，普丁入侵烏克蘭事與願違，而中共並沒有履行「無上限」支援俄羅斯，任何武器支援，明的暗的都是以俄羅斯的石油及天然氣（ 能源）來交換。而且從北韓派兵入俄羅斯來分析中共的不守信用，中共沒有派兵，什麼無上限？ 普丁中計了。

第一、 歐洲有回報，美國沒回報。

歐洲國家支援烏克蘭，是有合約的，就是最典型的「我欠你」I OWE YOU 合約，未來式的，即烏克蘭戰後還錢，沒錢就用物產交換，或以開發權頂替。 內容雖然沒有公佈，但是欠多少，有公佈。

美國拜登總統打腫臉充胖子，在國債36 兆的壓力下，沒有簽任何還錢合約，送武器，並且在波蘭境內訓練烏克蘭軍隊如何使用這些新式武器。 也是沒有怎麼回報的合約。戰爭是燒錢的。結果呢？

第二、Zelensky對Biden 拜登的援助，連說聲謝謝都沒有。

拜登對烏克蘭Zelensky 的傲慢有怨言。這是現任美國國務卿Rubio說的：

Secretary of State Marco Rubio defended President Trump’s frustration with Ukrainian President Volodymyr Zelensky amid ongoing peace negotiations involving their war with Russia and shared that the previous administration had “frustrations” with the Ukrainian leader.
“I think President Trump is very upset at President Zelensky and rightfully so. Look, number one, Joe Biden had frustrations with Zelensky. People shouldn’t forget it,” Rubio said in an exclusive interview with CBS News highlighting his first 100 days leading the State Department. 

為了說明川普和Zelensky 翻臉的真正原因，Rubio 先指出Zelensky 對拜登的傲慢。 Rubio 透露這個訊息：拿了10 億美金，仍然抱怨。輿論譁然。

There are newspaper articles out there about how he cursed at him in a phone call because Zelensky, instead of saying thank you for all your help, is immediately out there messaging what we’re not doing or what he’s not getting.”

The call mentioned occurred in late October 2022 between President Biden and Zelensky after the Ukrainian leader criticized the U.S. for not pouring more money into the foreign war. Biden had just informed Zelensky of a $1 billion contribution for military assistance prior to his complaints, leading Biden to lash out on the call, according to NBC News.

第三、 Zelensky 用同樣態度對待川普。而且斷然拒絕川普公開的合理的要求。

首先川普並沒有要求對拜登過去的支援回報。只要求新的2 億美金支援必須有回報，美國並加上保障Vested 烏克蘭為代價，但要國會同意通過。對川普而言，這是底線。Zelensky 以為也可以吃定川普。 以為世界輿論站在Zelensky 這邊。而且中共即刻大肆宣傳，見縫插針，連名嘴謝金河也被騙加入批評川普。 美國國會議員也有共和黨加入批評川普。Rubio 不得不透露內情。

Rubio spoke to grievances with Zelensky over a proposed mineral deal that would help the U.S. recoup $200 million in funds and add a “vested” security interest in Ukraine pending legislative approval.

Rubio 又說，爭議源於Zelensky 先公開指責川普，而且說的內容相當誇張，自我吹噓。Zelensky 說他斷然拒絕，說烏克蘭完全不可能接受。Rubio 說這不符合事實。

“I read two days later that Zelensky’s out there saying, ‘I rejected the deal.’ I told him no way that we’re not doing that. Well, that’s not what happened in that meeting. So, you start to get upset by somebody. We’re trying to help these guys. One of the points the president made in his messaging is not that we don’t care about Ukraine, but Ukraine is on another continent,” Rubio told reporter Catherine Herridge.

而且Rubio 強調，俄烏戰爭，真接而即時影響歐洲，對美國的壓力Impact ， 並不是直接的，而是間接的未來的。

It doesn’t directly impact the daily lives of Americans. We care about it because it has implications for our allies and ultimately for the world. There should be some level of gratitude here about this.”

第四、 Zelensky 繼續說謊，引起川普極大的反感。

Rubio 說Zelensky 宣稱烏克蘭及歐洲被川普排擠，沒有辦法加入和俄羅斯的談判，完全不是事實。 美國有安排烏克蘭私下和俄羅斯代表開會過，對外並没有公佈。

The Secretary of State also denied claims that Zelensky and Europe’s leaders had not been involved in peace talks despite private meetings with Russia’s leaders. 

Rubio 又說他代表川普和G7 及歐盟各國報告正在進行中的，美國和俄羅斯的談判。而且是即時的，並非事後。 美國共和黨人及保守派的獨立人士，紛紛表態支持川普和俄羅斯直接談判。Rubio 掀開內幕，震驚全美。

Rubio said he “personally spoke with five foreign ministers” in addition to the G7 and European Union on the ongoing negotiations. 

第五、 2/21昨天早上，川普言明烏克蘭Zelensky 根本沒有牌打。並且明言要Zelensky 不直接坐在談判桌上SIT OUT 。 因為Zelensky 使得談判非常困難，無法有任何結果。

Earlier today, Trump suggested Zelensky sit out future discussions.
“I’ve been watching for years, and I’ve been watching him negotiate with no cards. He has no cards. And you get sick of it,” the president said during an interview with Brian Kilmeade on Fox News Radio.
“So, I don’t think he’s very important to be at meetings, to be honest with you,” Trump added. “He makes it very hard to make deals.”

第六、川普被逼翻臉之前，事先有安排三個人和烏克蘭的高階溝通會議，完全無效。翻臉事後也派了一個特使單獨和Zelensky 見面。

First : 美國副總統Vance 在歐洲有公開和Zelensky 開會協調，雙方也有高階主管加入。 而在川普公開反擊Zelensky 之後， Zelensky 又說出難以想像的攻擊川普的話，說川普活在假訊息的世界。這是極端侮辱川普的話. 接著Vance 馬上公開和Zelensky 會議內容，並且譴責Zelensky 說話不負責任，只會把事情搞砸。 警告Zelensky ， 他可能要付出美國不願看到的後果。

Vance 更公開勸告俄羅斯，不要當中共中國的小弟。

Second， 美國國務卿Rubio 也見了Zelensky， 也開了會。

Third， 川普特使第一個去基輔見Zelensky 的人是美國的「財爺」， 管錢的Treasury Secretary Besset ， 單獨和Zelensky 見面，拿出合約，態度傲慢的Zelensky 看也不看，就把文件推回去。冒生命危險入基輔的Besset ， 是個紳士， 文質彬彬的Gay （ 男同性戀者）， 實力派的創投公司CEO 背景， 事後接受褔斯新聞Baire 專訪時說得很婉轉，表示他已達成送文件的任務，簽不簽在於Zelensky 的決定，Besset 加了一句，內容事實上很公平， 而且對烏克蘭的利益大於美國所得到的代價。

兩天前， 川普又派了一個私人特使Keith Kellogg 去見Zelensky ， 重提合約。 談判內容未公佈，Zelensky 沒有當場簽。 Keith Kellogg 全名Joseph Keith Kellogg Jr. 他是退休將軍，川普當第45 屆總統時在白宮當副總統的國家安全顧問。1944 年5 月出生， 80 歲，是川普非常信任的人，現任川普特使，針對烏克蘭和俄羅斯兩國。
Lieutenant general and former National Security Advisor to the Vice President of the United States. In November 2024, President Trump selected Kellogg to be his special envoy for Ukraine and Russia.

結論

川普政府預定六個月之內，達成結束俄烏戰爭的目標。而且是和世界各國的總統協商來達成協議。
The Trump administration has set a six-month timeline to end the war in Ukraine and has since hosted meetings with international leaders to achieve their goal. 

烏克蘭總統Zelensky 答應簽約：
昨天2/22 星期六， 烏克蘭政府放出消息，表示Zelensky 會在幾個小時之內簽下和美國的合約。

美國代表過去一星期也和俄羅斯代表公開談判， 也私下談判。如同和烏克蘭的談判一樣，完全不間斷。這是川普個性的特色，對達成目的，永不放棄。 （被子彈射到耳朵流血的川普，彎下躲子彈，站起來之後，連喊三聲Fight ! Fight ! Fight ! 感動了Elon Musk ， 馬斯克即刻加入川普陣營。）

美國內政外交，人才濟濟， 整體內閣對川普忠心耿耿。已經回防印太地區，台灣這個時候，前朝同黨退休官員攻擊川普，非常下策。
台灣普遍認爲台灣位於第一島鏈， 而且台灣有台積電，美國更需要台灣，這是大錯特錯的自以為是。

美國現在和日本，韓國，以及菲律賓，都有共同防禦條約，澳洲和美國也有共同防禦條約。 而台灣地位相當微妙Delicate。

川普總統個性恩怨分明， 非常守信用。川普總統對中共不守信用，直接間接用毒品危害美國，是非常憤怒的。川普總統兩天前簽了行政命令，禁止中共中國背景的人在美國敏感重要地區購買土地。台灣一些媒體不分辨事實，胡亂批評川普， 誤導視聽，所為何來？
