川普總統提早一天在星期六回白宮
美國財政部長 Scott Bessent 在 9 月 21 日(星期一)的會談對象,是中國國務院副總理何立峰(按:不是國家安全部部長陳一新)。
事實:
9/19 星期六以及 9/20 星期日,Bessent 與中國負責經貿的國務院副總理何立峰,已經於紐約展開雙邊會談。由於議題廣泛,技術與工作層面的會議預計將延長至 9 月 21 日(星期一)繼續進行。
會談主題:
雙方確實會重點討論 AI(人工智慧)的安全風險與護欄設置,同時也涵蓋貿易、關稅延展、稀土及關鍵礦物供應等核心經濟議題。

陳一新扮演的角色
中共國家安全部部長陳一新日前確實罕見地公開發表文章,警告 AI 生成內容(如 Deepfake)與網路輿論操作對中共統治構成的政治穩定威脅。
雖然陳一新不是這次來紐約市和 Bessent 進行經貿與 AI 對話的代表,但是陳一新最主要的聲明是:任何有關 AI 的決定權,只能由黨中央來決定。也就是說,中國共產黨領導一切,包括 AI 的所謂「末日開關」。
這已經架空中國國務院副總理何立峰的談判內容決定權。
完全表明:黨中央領導一切,只能服從黨主席 Xi 的決定。
結論:
這場美中高層會晤,Bessent 和何立峰兩人,主要是為即將於 9 月 24 日(按:另外有報導說是 9/26)在華盛頓白宮登場的「川習會」鋪路。
美國川普總統和中國習近平主席峰會,將進行所謂「前瞻性鋪路與兩國關係管理」(按:主要是避免直接衝突的風險管理機制)。
中國利用美國的 AI 使用開放政策(付費),利用在美國的傾中國公司,偷取美國的 AI 科技。
這就是中國所說的「開源突圍」:
面對美國的技術封鎖,中國的領頭企業與新創(按:例如 DeepSeek、月之暗面 Kimi、智譜 AI),在戰略上選擇發布所謂「開放權重(Open-weight)模型」(按:中國共產黨的領導指示)。
因為這種模型任何人都可免費下載,而且可在中國境內部署。由於價格比美國閉源模型便宜 60% 至 90%,中國的開源模型在南方世界國家(按:所謂 Global South)以及美國境內的 AI 開發者生態圈中迅速擴張。

美國主流媒體認為川普總統是因為伊朗提出新的和談條件,而且可行性頗高,所以才提早回白宮。本文作者認為美國主流媒體是胡說八道。

但是川普總統認為沙烏地阿拉伯有能力對付 Houthis,美國到現在並未直接介入。
