〈美國觀察〉川普下令停供烏克蘭武器 Zelensky 急奔華府簽約

3/2/2025 星期日中午的消息，美國總統川普已下令正式停止所有武器運往烏克蘭。此外，最新傳出的消息，Zelensky 表示，明天星期一趕回美國首府簽約。

轟動全世界的白宮Oval Office 228 事件，中共媒體及台灣親中媒體，集中火力攻擊美國總統川普，完全在狀況外，讓中共力推的「疑美論」洗腦成功，再次分化台灣和美國的關係。

先看川普在白宮228 事件之後的民調，72%支持川普，而白宮在Feb 24 /2025 公佈的，有關美國直接和俄國談判來結束烏克蘭戰爭的民調支持率是60%。

川普民調不降反升，這是民心的向背。美國人認為國債當頭，美國不能再亂撒錢。

關於白宮228事件的一些內幕

參議員Lindsey Graham 公開喊話要Zelensky 向川普道歉，否則一切免談。

根據事前及事後的媒體報導，Zelensky 在當天11 點多到達白宮之前兩個小時， 已經和9位參議員分別先會談。其中一位是共和黨最支持烏克蘭，而且一再公開指責普丁Putin 的Lindsey Graham（有其他兩位民主黨參議員加入）。Graham 詳細解釋川普和普亭的談判計劃，而先簽和美國的稀土共同開發合約，等於在經濟上和美國綁在一起，有助於烏克蘭的戰後重建。Zelensky 也沒有表示他會提出另外條件，Graham 講在先，川普不會在這個時候談條件。Zelensky 同意到白宮簽這個約，誰也沒想到，Zelensky 不穿正式西裝不打領帶，到了白宮對川普翻臉，雙手交插在胸前，眼睛長在頭上，態度傲慢。會談前後大約40 分鐘之後，川普向國務卿Rubio和白宮安全顧問Waltz 示意，叫Zelensky 出去，形同掃地出門。準備好在Oval Office 外面的午餐，全部請記者吃，也沒有新聞發布會。

美國媒體宣稱：
NO SUIT , NO RESPECT, NO LUNCH .
沒有西裝， 沒有尊重，沒有午餐。

Lindsey Graham 事後接受記者訪問時說： Zelensky 只有兩條路，第一向川普道歉，然後再來簽，如果不道歉不同意簽，Zelensky 就下台， 由另外的代表來簽。第二，如果Zelensky 什麼都不做，仍然在位，那烏克蘭就得接受後果。

川普不可能再走拜登的老路。美國無償支援烏克蘭，而其他支援烏克蘭的國家都有回報。美國人都很憤怒美國當冤大頭。3500 （350 billions ）到那裏去了？ Zelensky 說烏克蘭只收到1000億（100 billions）。

The Hill 報導：

Graham, who met with Zelensky on Friday morning along with Democratic Sens. Chris Coons (D-Del.) and Amy Klobuchar (D-Minn.), said he had urged the Ukrainian leader to “stay on message” and “be grateful, be thankful.”

The South Carolina senator advised Zelensky not to press for U.S. security guarantees during the Oval Office meeting with Trump.

Graham said it’s now a major question whether the United States can continue to support Ukraine if Zelensky remains president.

“The question for me is, ‘Is he redeemable in the eyes of Americans?’ Most Americans witnessing what they saw today would not want Zelensky to be their business partner, including me, and I’ve been to Ukraine nine times since the war started,” he said.
Graham said Trump was “upbeat” about the potential minerals deal before the meeting.

He said Zelensky needs to apologize to Trump or “accept the consequences.”
“What I want him to do, I guess, is just to say, ‘I screwed up big time for my country and for the U.S. relationship and if I had to do it over again, I’d have done it differently and I’m sorry,’” Graham advised.
“If he can’t say that, then Ukraine you need to either send us somebody new we can deal with or just accept the consequences,” he said.

Zelensky 同天晚上公開拒絕向President Trump 道歉，他的英文溝通能力也出問題。

福斯新聞Fox News 在2/28 星期五同一天晚上現場直播，6 點檔主持人Bret Baier 連問Zelensky 3 次： 你不覺得你應該向President Trump 道歉， Zelensky 說我們並沒有做錯什麼事。拒絕向川普道歉。
在這次訪問中，Zelensky 的態度及表現，觀眾的反應相當負面。他在訪問中，有時候答非所問，Baier 用比較淺顯易懂的英攵重複再問，Zelensky 才知道Baier 在問什麼。 Zelensky 甚至問他的隨從翻譯這個英文字Salvage，是什麼意思？ Baier 問他：你將如何挽救（挽回）Salvage 和川普總統的關係？ Zelensky 知道意思後，也是答非所問，不知所云。

根據The Hill 的這段寫實報導來分析：

Trump scolded Zelensky for not showing enough gratitude for American support in the war, warning him: “You’re right now, not really in a very good position. You’ve allowed yourself to be in a very bad position.”
“You’d don’t have the cards right now,” he added bluntly.
Zelensky shot back: “I’m not playing cards.”

川普對Zelensky 說：你毫無牌可打（ 按：英文原意是： 你沒有任何有效對策。）
Zelensky 大聲回稱： 我不是在打牌。
這是離題的無賴的回答。 不是英文不行，那是什麼？

President Trump 認爲Zelensky 不顧第三世界大戰的可能發生，甚至會引發核子大戰。

美國國務卿Marco Rubio 也認為Zelensky 應該向President Trump 道歉， Rubio 2/28 中午也在白宮Oval Office 現場。 並且Rubio 透露很多內幕。合約本來已經談成2/23 要簽，Zelensky 自己要求2/28 星期五，親自到白宮來簽。

U.S. Secretary of State Marco Rubio said Ukrainian President Volodymyr Zelenskyy should apologize after a heated meeting with President Donald Trump and Vice President JD Vance at the White House on Friday.

2/28 星期五晚上Rubio 在接受CNN Kaitlan Collins的訪問，說對Zelensky 而言，他到白宮的言行是完全失敗而且造成尷尬的結局FIASCO 。
Rubio 說這個協議已經談了10天（ 2 月18 日至2 月28 日） ，而且在5 天前已經談成（ 2 月23 日） 要簽約了。 Zelensky 突然間要求2/28 星期五自己親簽。 Rubio 認爲Zelensky 是故意來鬧的， Zelensky 必須道歉：

“I think he should apologize for wasting our time for a meeting that was going to end the way it did,”

Rubio 又說Zelensky 根本不需要走到這個地步，而且變成敵對的態度。

There was no need for him to go in there and become antagonistic.”

Rubio 說合約在經濟上把美國和烏克蘭綁在一起，就是烏克蘭安全的保障。

He said the agreement that was supposed to be signed Friday would have bound America to Ukraine economically, which Rubio said is a security guarantee.

Rubio 又說歐洲有高級人員向他說，他們計劃在打一年，到時俄羅斯Putin 必敗。 Rubio 批評這不但是錯誤評估，而且相當不人道，他說「我們在給錢給人肉絞肉機，而且是烏克蘭人的人肉絞肉機， 而且俄羅斯有更多的人肉去絞，他們根本不重視人命。

We were funding a meat grinder. And, unfortunately, for the Ukrainians, the Russians have more meat to grind, and they don’t care about human life.”

Rubio 說： 今晚（ 2/28） 在烏克蘭有人會戰死，今晚會有更多人死在這個衝突中，美國試著結束這個衝突，不應再繼續下去。

“Tonight, people will die in Ukraine. Tonight, people will die in this conflict. We’re trying to bring an end to this conflict, which is unsustainable.”

結論

昨天3/1 星期六，Zelensky 飛到倫敦， 英國首相及法國總統都表示願意和Zelensky 合作， 並且增加NATO 軍事經費，增加GDP 國防經費比例。
法國總統說川普總統要求歐洲增加國防預算是對的，歐洲早就應該自我防衛。

殘酷的現實是，俄羅斯一個月能製造飛彈的數量，超過全歐洲一年飛彈的總產量。

歐洲不能沒有美國的保護。 第二次大戰後80 年，美國的國力仍然是世界第一。亞太地區也是依靠美國的保護。

3/2 星期日歐洲各國總統（ 總理） 全部聚集在倫敦和Zelensky 共同開會，剛剛傳出Zelensky 表示明天星期一趕回美國首府簽約。 為什麼？ 星期二美國總統川普將向美國國會發表國情咨文。 星期二之前不簽，烏克蘭前途堪慮，歐洲也可能崩潰。

筆者預測，如果是公開簽約，美國國務卿Rubio 可能代表美國接見Zelensky 並且簽約，如果是不公開簽約，川普可能接見，簽完後，可能才公開露面。
